DEA ANNOUNCES NOMINATION FOR TRIBAL OFFICER OF THE YEAR AND FELLOWSHIP OPPORTUNITY

Today, the Drug Enforcement Administration announced a request for nominations for the 2011 Tribal Narcotics Officer of the Year. "DEA wishes to recognize those officers who conduct narcotics investigations which have significant impact on the quality of life on tribal lands."

The DEA also announced a fellowship opportunity. The Leadership Fellow position requires a six month (from January 9 to June 29, 2012) residential commitment. The successful candidate will conduct research for the DEA Office of Training. Update and revise existing lesson plans. Coordinate, deliver, and/or instruct in schools for supervisory and command-level federal, state, and local law enforcement officer and civilian staff. Assist in the delivery and interpretation of course evaluation tools. Contribute to Office of Training written documents and articles. Travel interstate and internationally, as needed. Perform other duties as needed to support the mission of the DEA Office of Training.

Honor National Police Week: May 15-21

This week we celebrate National Police Week by recognizing the service and sacrifice made by law enforcement across the country.

As former Federal and Tribal law enforcement officers, we know first-hand the dedication required by men and women who have committed their lives to serving others. In many Tribal communities, officers are working twelve hour shifts, many without back-up for miles, and respond quickly and efficiently to very violent and dangerous situations. Their courage and discipline is demonstrated everyday and frequently goes unnoticed. Every year these dedicated officers miss birthdays, anniversaries, and holidays to ensure the safety of our communities.

This month, the Indian Law Enforcement Memorial honored seven officers who died in the line of duty. In Indian Country alone, ninety-five officers have honorably served and paid the ultimate sacrifice. There is no telling how many numerous lives these officers touched and saved throughout their careers. They are among the everyday heroes that serve as positive role models in our Tribal communities.

Please join us and take a minute out of your day, no matter where you live, and thank an officer for their sacrifice and service. A simple "thank you" may not adequately show our true appreciation, but it’s the least we can do to show our gratitude and respect for these brave men and women.

Lamar Associates’ Director of Juvenile Justice Services Delivers Street Gangs Training to the Flandreau Indian School

Raymond Perales just returned from his visit at the Flandreau Indian School in South Dakota. Approximately ninety Flandreau Indian School teachers and staff attended the one-day training on Street Gangs. The training covered such topics as: Youth Gang Trends, Gang Behavior and Tactics, Native Gangs, and Graffiti, as well as provided proactive approaches in developing action-plans revolving around gangs in communities. Each participant received a Gangs Toolkit and two resource CDs to further learn about the history and behavior of street gangs, as well as provide additional resources for combating them.

Bureau of Indian Education Safe Schools Summit

Lamar Associates was honored and pleased to coordinate the December 8, 2009 Bureau of Indian Education Safe Schools Summit. The Summit was convened at the Department of the Interior with the goal of bringing Federal agencies together in collaborative partnerships to ensure a safe and drug free environment for the 44,000 students in BIE funded schools.

FBI, DEA, EPA, US Secret Service, US Marshals Service, White House ONDCP, FCC, SAMHSA, State Department, DOI Law Enforcement, BIA Law Enforcement, DOI Homeland Security, Department of Homeland Security, Indian Health Service, National Center for Missing and Exploited Children, Department of Justice COPS Office, DOJ BJA, DOJ Tribal Services, BIE Line Officers and tribal school officials were all present at the historic and unprecedented event.

Lamar Associates applauds the vision of BIE leadership which is focused on safe and drug free schools for Indian Country youth.

BAT - Mobile Launched

Steve Juneau is pictured with Matthew Pryor, Special Agent in Charge and Danny Breuninger, Acting Associate Deputy Director - both of the Bureau of Indian Affairs, Office of Justice Services. The occasion is the launching of
two BAT-Mobiles in Billings, Montana. The units are the first in the nation to be deployed in Indian Country.

The two units represent the latest tool in an ongoing effort to reduce the number of alcohol-related fatalities on the state's reservations. According to the Montana Department of Transportation, American Indians comprise 6.2 percent of the state's population but they represent about 17 percent of the crash victims in the state and about 25 percent of alcohol-related fatalities.

The units will be used at traffic checkpoints, held especially during high-traffic times, such as holiday seasons and special events. It would allow more accurate DUI testing to be done on the spot, in a controlled setting.

Lamar Associates is currently engaged in a pilot project with the National Highway Traffic Safety Administration to develop an Indian Country highway safety information sharing and reporting platform.

While in Palm Springs at the National Congress of American Indians conference, Walter and Steve had an opportunity to visit with Mellor Willie, Director, National American Indian Housing Council. Lamar Associates provides training for NAIHC so we were pleased to discuss with Director Willie the training program's success.

On October 27 - 28, 2009, Steve - VP/Director of Training; Kodi Owens - Training Coordinator; Dr. Ron Glensor - Community Oriented Policing Instructor; and Joesph H. Rosen, J.D. - Criminal Jurisdiction Instructor, were in Anchorage, Alaska presenting Anti-meth Training to tribal housing participants from the Alaska and the lower 48.

Ray Perales Joins Lamar Associates

Raymond Perales, is of Arapaho and Hispanic descent. His Law Enforcement and Criminal Justice experience spans over 22 years in key positions as Deputy Public Safety Director and Director of Juvenile Services for the Fort Peck Assiniboine and Sioux Tribes. He also served as Chief of Police of the Poplar City Police Department in Northeast Montana, and as a consultant for over fifteen years on various Tribal/U.S. Department of Justice initiatives throughout “Indian Country”.

As a consultant and trainer Ray has worked with the Drug Enforcement Administration (DEA), the National Crime Prevention Council (NCPC), the Bureau of Indian Affairs (BIA), the National Association of Drug Court Professionals (NADCP), Tribal Law & Policy Institute, the University of Alaska, the National Judicial College, and numerous Tribal communities throughout the United States.

He is a certified instructor through the National Institute of Ethics and as a Community Policing trainer through the Western Regional Institute for Community-Oriented Public Safety (WRICOPS), and as a “Community Policing in Indian Country” Instructor for the Federal Law Enforcement Training Center (FLETC).

His experience with Community Policing and Native Youth gangs began in the early 1990s, and he is a 1997 “Top Cops” award recipient, given by the National Association of Police Organizations.

We welcome Ray and know his professionalism and expertise will ensure Lamar Associates continues to provide the best possible service to Indian Country.

Lamar Associates Officially Launches a New Division

Lamar Associates announces the official formation of our new Division - Indian Country Training. The new division will ensure the continued excellence in training started under the Lamar Associates banner, but will ensure the necessary resources are dedicated to the rapidly developing demand for our training in all topics related to Indian Country law enforcement, prescription drug abuse and diversion, anti-methamphetamine, gangs and community oriented policing.

The new division will be headed by our Director of Training, Steven Juneau. In less than two years Lamar Associates and Indian Country Training have provided training to over 1300 Indian Country participants.

On June 4, 2009 Walter Lamar and Patrick Shining Elk conducted a session on Methamphetamine in Indian Country at the Annual SAIGE Conference held in San Diego, CA. Walter talked about the history of meth and Mexican cartel case studies that relate to Indian Country.

Patrick, a Shoshone from the Wind River Reservation, is a veteran Hollywood movie actor and stuntman. He offered candid insights into his personal struggles with meth. His presentation was a powerful message that needs to get out to our youth, Indian Country-wide. His story riveted folks to their seats.

Tulsa Anti-Meth Training

On the morning of May 18, 2009 SAC Capra welcomed 70 plus participants of the Lamar Associates Anti-meth training convened in Tulsa, OK.

Three Lamar Associates instructors, including VP Juneau, presented the attendees two days of training that offered information on the methamphetamine issue in Indian Country and affirmative steps to collaborate through problem solving and community policing. Materials included an agenda; Indian Country Anti-meth CD-ROM containing dozens of documents, Power Point presentations and templates; DOJ-COPS publications - Combating Methamphetamine Laboratories and Abuse; Drug Sales In Open Air Markets; Clandestine Methamphetamine Labs; and DOJ-COPS CD-ROMs of Tribal Resources and Drug and Crime.

One participant wrote, "Great Training!! Will definitely be able to help us develop a coalition at our tribe."

Earl Devaney - Chairman

In February, 2009 Earl Devaney was named the chairman of the new Recovery Act Transparency and Accountability Board. Mr. Devaney will work with Vice President Joe Biden to monitor for wasteful spending and issue periodic reports to the public.

On March 16th, Walter Lamar attended a White House announcement by President Barack Obama and Treasury Secretary Timothy Geithner. They announced plans to unlock credit for small businesses. Walter urged the President to ensure that the Buy Indian Act is used to the fullest extent possible to assist Native Business to completely engage in the Stimulus process and to further ensure unemployment in Indian Country is positively impacted.

Walter Lamar White House Visit - February 6th

Walter was invited to the White House to witness President Obama sign the Executive Order creating the Economic Recovery Advisory Board. The signing was held on February 6, 2009 and before attending the signing the group of invitees had a chance to interact with top White House staff who fielded questions regarding the Stimulus Package. There is a strong focus on engaging small business in the economic recovery plan.

The atmosphere at the White House follows with the President's promise to ensure a more open and accessible administration. Walter had a chance to shake the President's hand and said, "the job loss numbers are critical to the country's overall economic stability; they are less important to Indian Country as unemployment rates have historically hovered upwards of 60 to 80 percent. Can't lose jobs we didn't have in the first place. Native owned business is ready to help bring employment to Indian Country." The President agreed and replied, "we must work doubly hard to create employment in Indian Country. Walter gave him a "Buy Native" button.

Dr. Earl R. Smith II visits Lamar Asssociates

Dr. Smith a proven entrepreneur, seasoned senior executive, political and social theorist, published author and speaker took time to stop by our office on Capitol Hill. A veteran of Wall Street, he founded two non-profit and six for-profit companies. He and Walter enjoyed a good long visit, which included discussion regarding the valuable and important governance and entrepreneurship training Dr. Smith can bring to Indian Country.

Dr. Smith's experience includes designing and organizing companies, business/technology management, team building, strategic alliances, negotiating complex arrangements, governance & compliance, resourcing & financing, mergers & acquisitions, management/team/board assessment, coaching and strategic and tactical planning and implementation.

While in Scotland, Strathclyde University Press published his scholarly papers. Since returning to the States, he has authored a regular column for a newsletter and a series of columns focusing on management issues, turnaround management, governance, advisory and coaching.

Here he presents Walter with his latest book Amazing Pace. The book's keynote centers with the creation of a board of advisors dedicated to driving the top line and resourcing/preparing the company to capitalize on the new "turbo-charged" business dynamic. The book also delves into the all important business capture and proposal processes of companies large and small.

Head West Young Woman!

An emotional day. After nearly four years Cyndi, our Chief Operations Officer, spends her last day working in her DC office. Lucky for us she is not leaving the company only the DC office, but it was a difficult day nonetheless. Cyndi and her husband Keith are relocating to beautiful Oregon.

Lamar Associates has employees and contractors all over the United States and with Cyndi being our centerpoint - we communicate by telephone and computer and as we do, we picture Cyndi in our mind's eye setting at her desk on the second floor of the grand old place just behind the Capitol, pounding the letters off the keyboard with her two finger style (she has literally beat the letters off every keyboard she's had). Her chair rolls over the wooden floor as she works at a blinding pace; not allowing the petty distractions of the street noise, creaks of the old house, or some passing street person screaming in a psychotic rage, distract her from the task at hand. In our mind's eye we see her in the morning sun out sweeping the porch and sidewalk while checking the plants, greeting the FedEx man, and a pot of coffee brews.

We know the investigations we worked to locate American Indians for the Office of Special Trustee who were owed money had such joyous and happy outcomes that her tears are forever there, etched into the fabric of the place we call our office. We reconnected families and were even able to tell those adopted at birth who they were.

She has been known, while sitting at her desk, to sing along with Johnny Cash's Burning Ring of Fire - ouch!! She has been the professional face people first see when visiting our place on the Hill. She prepared the fare for our receptions and made sure everyone was tended to and made to feel welcome.

One only take time to read her Blog entry (see Nov posts) the day after the national election to know what DC has meant to her and to learn that her presence left ripples even in the most powerful city in the world.

We will adjust to the change and wish Keith and Cyndi the best in their new surroundings - good things for good people.

BIA Office of Justice Services

While visiting the National Sheriff's Association (NSA) Winter Conference in Washington, Walter had an opportunity to attend the Indian Affairs Committee and listened in as John Harte, Policy Director, Senate Committee on Indian Affairs discussed the Law and Order Bill sponsored by Senator Dorgan, and the current Stimulus Package. Both hold significant promise for Indian Country public safety, and will require us all to follow closely and offer informed input at critical junctures.

DynaSec International

Tom Lafreniere is the President/CEO of DynaSec International. Walter and Tom were partners while serving the San Francisco FBI. They investigated all types of violations together and arrested countless bank robbers and fugitives. On one particular occasion the duo was looking for a robber good for 21 banks when they took an informant to an area and asked him to visit likely residences that the robber might be located. The informant was told to call a pager and submit all 1's if the robber was there, all 2's if he had been there and would be back, or all 3's if there was nothing. The informant went to the first house and immediately entered all 2's and shortly there after a bank robbery in progress was transmitted over the radio. Walter and Tom got ready and when the robber showed up in a taxi cab they waited until he walked by the van they were in. They sprung out of the van and arrested him at gunpoint. He had bank robbery bait bills in his pocket and in his shoes, 21 robberies solved. The case was only one of many Tom and Walt enjoyed working together.

Both were on the San Francisco Regional SWAT team.

Subsequent to the culmination of their FBI careers, they worked several contracts together that were equally as successful as the work they did together in the FBI. They are truly brothers of the badge and will continue to work on projects yet to come.

Nearly 600 Trained - Anti-Meth

The Lamar Associates training experts wrapped up their 10th COPS sponsored Anti-Meth training last week in
Oklahoma City (01/12-13/2009). Evaluations included statements that offered it was the "best" training yet to be received regarding Methamphetamine use and trafficking.

As it turned out the training coincided with the Oklahoma premier of the Crystal Darkness campaign. That being the case three television stations were on scene for interviews of Walter and Steve.

Lamar Associates has long realized prescription drug diversion is a problem in Indian Country and is, unfortunately, exploding in severity. During the training, participants discussed the issue and emphasized the threat posed to our communities. Several mentioned "pharm parties" being held by community youth. Pharm parties are gatherings of youth who all bring pharmasuticals that are placed in a bowl for random consumption. Lamar Associates is quickly developing training to create an awareness.

Blackfeet Department of Public Safety

For over a year Lamar Associates Vice President Steven Juneau has been working hand-in-hand with the Blackfeet Nation's Department of Public Safety. He assisted in the creation of the Police Explorer Program, help generate new funding, established positions, and implemented a recruitment strategy.

Joe Rosen - Lamar Associates Instructor

Joe and Walter attended the FBI Academy at the same time over 25 years ago. They were both then assigned to a violent crimes squad in the San Diego Division of the FBI and were partners working bank robberies, kidnappings and fugitive cases together. They became fast friends - to the extent that Joe was actually adopted "Indian Way" by Walter's mother Catherine.

Joe is an immigration Attorney in Atlanta, however, having taught criminal jurisdiction in Indian Country for the past seven years, is one of the foremost Indian Country jurisdiction experts in the Nation. He has worked with Lamar Associates as an Indian Country legal instructor for the past three years.

Joe transferred from the FBI to the United States Customs Service and in the years 1998 through 2000 he was a Senior Special Agent assigned to investigations of internet sexual exploitation of children. His assignment was with the FBI Innocent Images Project. For his outstanding work he was presented the 1999 National Center for Missing and Exploited Childrens' National Award for Investigative Excellence and in 2001 the Eastern District of Virginia's United States Attorney's Public Service Award.

In 1992 through 2000 Joe was the General Counsel for the National Native American Law Enforcement Officers Association.

BIA Indian Police Academy

Lamar Associates was recently awarded a contract by the Bureau of Indian Affairs Indian Police Academy (IPA) to develop an online accessible training session. At present the dropout/failure rate for Indian Country cadets is unacceptable, and to address the situation IPA has contracted with Lamar Associates to develop an online session to acquaint potential cadets with the entrance criteria, academy training activities, expectations, lodging, cafeteria and general rigors of cadet life.

The video portion of the project is being shot and edited by Cedar Sherbert (pictured). Cedar is the 2008 Rollin and Mary Ella King Native Artist Fellow at the School for Advanced Research (SAR) in Santa Fe, New Mexico. An accomplished Kumeyaay filmmaker, he has created several critically acclaimed films and won awards at the Los Angeles Film Festival, imagineNATIVE Film and Media Arts Festival, and the American Indian Film Festival, among many others.

We are pleased to have Cedar working with us on this most important project.

Canadian Blog Entry

The following was found on a police Blog from the UK. I post it on our blog with a mixture of anger and sadness. Anger at the callous and demeaning attitude of, presumably, some type of Canadian law enforcement officer; anger that I have heard and read the same type of commentary from law enforcement officials in the U.S. while speaking of Indian Country; anger that we as Native people have come to accept horrendous and tragic events without screaming at the top of our lungs everyday demanding the resources to create change; anger that substance abuse, child abuse, domestic violence, violent crime, traffic accidents, steal Native lives everyday; sadness that the beauty our Native culture and the accomplishments of our people are too often overlooked; sadness that government decision makers can't seem to understand; sadness knowing that the prayers of our ancestors have gone unanswered; sadness that our elders and children continue to be subjected to unspeakable tragedy.

TONTO NEED GOOD LAWYER KEMO SABE

When I first heard that Norfolk Police were introducing “sentencing circles” as a way of processing young people through the criminal justice system, my first thought was, surely things can’t be that bad.

Peter Merry, head of criminal justice for the force, said, “We have been looking at a system which is based on the traditions of aboriginal tribes, but in a more modern context has been widely used in Canada.” Note the striking absence of the word “successfully” between the words “used” and “in”. I can only imagine that Peter got the idea after watching Disney’s Pocahontas because he can’t have actually met anyone from our aboriginal tribes. Helpfully, the Daily Mail has published a photo of Chief Aatsista-Mahkan of the Siksika First Nation tribe. Things have gone downhill since the photograph was taken: in 2005 during a family argument on the reserve (east of Calgary) a 14 month old child was shot in the head.

Throughout Canada there are a number of Indian reserves where different tribes (or bands) live. Quite why these reserves are full of drugs, guns and alcohol is open to question, but broadly speaking there are two arguments:
1. Native people are still suffering from years of discrimination and cruelty at the hands of white settlers; their lands and way of life have been taken from them and they are not able to adjust to this new modern way of life that has been thrust upon them.
2. Government policy, in the form of vast amounts of federal funds, has made native people wards of the state. Consequently they no-longer have to take responsibility for their own actions and can act like children. Children with guns, drugs and booze.

Locally, places like Hobbema (pop. 12,000) have been keeping the Mounties busy for a while. The town is south of Edmonton and home to four colorfully named local bands: Samson Cree Nation, Ermineskin Tribe, Montana First Nation and Louis Bull Tribe. But if you are coming to visit and want to experience native culture first hand then it’s also worth bearing in mind that Hobbema averages 4 or 5 drive-by shootings a night and in April this year made the national news when one such drive-by resulted in the shooting of 23-month old Asa Saddleback. The town is also an excellent recruiting ground for violent native gangs including Redd Alert, Indian Posse and Alberta Warriors.

In January this year, in the Yellow Quill Indian Reserve in North Saskatchewan, local man Christopher Pauchay got drunk and decided to take his two daughters aged 3 and 16 months for a walk. It was -50 degrees outside and the girls were only wearing diapers and T-Shirts. Pauchay managed to find his way to a neighbour’s house suffering from hypothermia but the two girls weren’t so lucky and were found frozen to death the following day. By an amazing coincidence the children’s mother, Tracey Jimmy, was also drunk on the night her children were killed.

Pauchay was arrested for criminal negligence and in a break from the naïve, pastoral, idyllic, rural life he had hitherto enjoyed, enlisted the services of top defence lawyer Ron Piche. On the advice of Piche, and facing the probability of doing some jail time for killing his two children, Pauchay decided to plead guilty and throw himself on the mercy of his own First Nation sentencing circle back at the rez*. Naturally, Piche is saying his client is a new man and the sentencing circle will recognize the fact that he’s remorseful and really sorry. Pauchay is saying he prefers the sentencing circle option because it means he won’t have to relate the traumatic deaths of his own two children, he can also be pretty sure that he won’t do any jail time. In a triumph of hope over experience, Tracey and Christopher have had another child.

I’m sure that if the Norfolk town of East Dereham (pop. 15,000) was averaging 4 or 5 drive-by shootings a night and was suffering epidemic levels of alcoholism and child neglect, then Norfolk Police might have more to worry about that trying to introduce a sentencing circle.

Special treatment for minorities, alternative justice systems and sparing people from the consequences of their actions are not just Canadian issues of course, but it’s interesting to see how the solutions are much the same wherever you go.

What a Difference a Day makes!

What a difference a day makes!
Living in DC I have seen much, this will be my second inauguration.
I have seen the funeral of two presidents, both glaringly different.
I have seen protest from a million strong to 20 Americans gathering to have their voices heard.
I have been one in a million.
I have seen gross wealth and poverty all within three blocks of each other.
I have seen the seasons change, year after year. Snow in the Nation's Capitol is beautiful against the white marble, but so is the Fall color-not sure which is my favorite.
I have seen impressive memorials.
I have stood at the feet of Lincoln.
I have seen where he was murdered, walked in the alley where his murderer fled, stood in the house where he took his last breath.
I have stood in civil war battlegrounds.
I have participated in honoring those who have fallen in the line of duty.
I have seen, as far as the eye could see, graves of those who served and died.
I have had the honor to lay wreaths on their graves.
I have seen young men guard a grave day in day out, in all weather, all times of the day for an unknown soldier.
I have witnessed burial after burial of soldiers,one every hour on the hour.
I have seen the horse drawn caissons carry their flagged draped coffins.
I have seen friends run in Marathons, along side men and women with artificial limbs.
I have seen WWI Vets and Al Jazerra TV .........at the same parade.
I have seen the sun rise and set over the Potomac.
I have seen caravans of elected officials roll through the streets, stopping traffic and people.
I have seen armed men, on every street corner, every day.
I have seen priceless pieces of art and Borf originals on walls of the subway.
I have seen Suffragist Alice Paul's headquarters where a handful of men many many years earlier attempted to hold off the British.
I have seen our Nation's Capitol and White House,
I have been in both.
I have been in the West wing, Senate and the House offices.
I have volunteered for the rights of women, to stop the violence against women and fed the hungry.
I have met a homeless man- know his story and his first name, Ivory.
I have been blessed by work that has forever changed my life, made me a better person.
I have seen things beyond my wildest imagination.
BUT What
I haven't seen was anything like last night, people pouring into the streets by the thousands, people carrying flags, cheering and running through the streets, people on their knees in tears, people in cars honking to the beat of Yes We Can, people in awe at what had just happened and that they were part of it, the atmosphere was palatable. I drifted to sleep to the sounds of the street.
I have been changed by my experience in Washington, DC.
Thanks for sharing a moment of reflection on my life and time in DC this amazing day, this new day - change is a foot, are you ready, can you feel it too?

A topic of conversation was their baby boy Fiyero - pictured. We look forward to watching him grow into an Indian Country leader.

The Lamar Associates gatherings on Capitol Hill are always a fun time and a chance to network in a relaxed friendly environment.

65th National Congress of American Indians

Walter attended the 65th convening of the National Congress of American Indians' annual convention. He is pictured here with NCAI President - the Honorable Joe Garcia.

Walter's father, Newton Lamar, was an active leader in NCAI in the 1970's and up until his death in 1989. In 1977 Walter was a judge for the Miss NCAI pageant in Rapid City, SD and at the 1978 NCAI convention in Albuquerque, NM, he was recruited into the FBI. Since then Walter has attended the annual conferences and has spoken on topics related to law enforcement and homeland security.

President Garcia strongly supports Indian Country law enforcement.

John Fryar Hosts Randy'L Teton (Sacagawea Model)

John Fryar (Lamar Associates Director, Investigations) is pictured with Randy'L Teton while she was at the Albuquerque coin show October 11-12, 2008. John is an official in the Albuquerque Coin Club and sponsored her visit. Lamar Associates was pleased to have the opportunity to assist in the sponsorship.

Randy'L He-dow (Meadowlark) Teton is Shoshone-Bannock from the Fort Hall Reservation in Southeastern Idaho. She modeled for the Sacagawea dollar that debuted in January 2000. With the recent passage of the “Native American $1 Coin Act”, the reverse of this coin will undergo annual redesign starting in 2009. The new designs will be "celebrating important contributions made by Indian tribes and individual Native Americans to the history and development of the United States." She is living history as one of only two living people featured on current U.S. coinage.

Pentagon Memorial

In October 2008, Walter and his good friend Sam Stanton visited the Pentagon Memorial as guests of Steven Calvery, Director, Pentagon Force Protection Agency. Sam and Walter were a team while both serving the San Diego office of the FBI. They shared many adventures and good times.

In 2007/2008, Lamar Associates worked on a contract to examine and assess the operations of the Pentagon Police Department. It was a challenging and meaningful project that gave our company a personal insight as we observed the dedicated men and women of our mighty military at work. Just as impressive, we learned, are the hard working men and women of the Pentagon Police Department who protect our military leadership who protect us.

The Pentagon Memorial is a solemn reminder of the incredible losses of 911. We must never forget.

Walter Lamar Inducted Into Alumni Hall of Fame

Walter was inducted into Southwestern Oklahoma State University's Distinguished Alumni Hall of Fame on May 10, 2008 as part of SWOSU's convocation on the Weatherford campus. SWOSU President John Hays presents Walter with a plaque. Walter, who attended high school at Anadarko, was guest speaker at the SWOSU ceremony. Over 950 students were awarded diplomas - Walter was pleased and honored to be a part of the ceremony.

Missing From the Circle

With the knowledge and understanding there are many Native American families that search for loved ones we created Missing From the Circle to assist them free of charge.

In November 2007 we were contacted by a family that had been searching for their sister for nearly 30 years with no success. This message refers to our locating their sister:

This year is especially meaningful. I was adopted at 8 years old. I never expected that I would ever see any one that I was biologically related to ever again. As the years have passed one
by one I came in contact with my eight siblings. There was just one sister that was nowhere to be found. I finally turned to a private detective firm who specializes in finding missing Native Americans. Much thanks to Lamar and Associates and their program called "Missing from the Circle." My oldest sister was located but is in frail health.

My family has grown so much bigger and I am truly enjoying getting to know my brothers and sisters, nieces and nephews. We are sending pictures back and forth and so excited to learn who looks like who. On November 3, 2007, I, my husband Frank, and my son Matt will be traveling to Texas for a family reunion I never dreamed could happen.

Steve Juneau at the Capitol

In March 2008, Steve had occasion to visit with Montana Senators Jon Tester and Max Baucus. As always we work to make sure those in positions of authority do not forget the difficulties faced everyday in Indian Country.

Steve's lifelong association with Indian Country law enforcement places him in a position to be a strong and sincere voice.

This is a photograph taken in 1907 in Browning, Montana on the Blackfeet Reservation. On the left is Sam Burd on Blue Bird and on the right is Henry Devereaux on Roman. They are engaged in a horse pulling contest which was won by Henry.

Sam Burd is Steven Juneau's (Lamar Associates Vice President) great-grandfather and Henry Devereaux is the great-uncle of Walter Lamar (Lamar Associates President/CEO).

Who could have imagined in 1907 that in 2007 their descendants would be managing a company serving Indian Country!
